Simple: Statute of limitations
Simple: Lack of Jurisdiction across borders
Simple: Lack of legal identities due to the use of Bible names
Simple: Brainwashing -- members don't realize it's wrong until they're out of the cult.
Simple: Nature of victims needing to prioritize their recovery upon exiting the cult, usually takes years before they are ready, if they ever are.

I personally witnessed sexual crimes. Can I report it? No. Why? Because of all the above.

There was a case of a US citizen spending time for corrupting a minor or something similar. Some charges are plea bargained away, others are settled out of court; in other cases like the UK court case, sexual abuse is clearly exposed, but the trial was about custody, and TF negotiated their way out of being prosecuted for sexual crimes; SGs now admit that they helped lie and cover up (on instruction) during investigations by authorities for sexual abuse.
