I wasn't clear on what the original poster was trying to say about child abuse in the Family; therefore, I wasn't sure what direction to go in my response.
I finally decided to allow that EVEN IF child abuse in the Family is essentially the same phenomenon as what occurs in the system (it isn't, and you've provided a good explanation as to why), the rules that apply to people in the system also apply to the people in TF who are guilty of raping, beating, neglecting, and exploiting children.
To some extent, Berg, Zerby and other individuals who perpetrated abuse on Family children in God's name have not paid for their crimes because Family members believe that they and their leaders are above the laws that govern mere mortals. If only "the sheep" could understand that they are supporting, protecting, and making excuses for people who are guilty of serious crimes against humanity!
The rationale that child abuse in the Family is no different than what occurs all over the world is like the Nazis who say, "There's always been genocide." There's inadvertent genocide like the European expansionist displacement of Native Americans during the 18th & 19th centuries, and then there's systematic, government-directed policies of genocide like Auschwitz in the 1940s. I'd put what happened to Family children in the Auschwitz category.
