Probabilistic quanta are just that, and you are stuck with the same problem. All clculations on the current speed of both light packet photon "wavicles', electrons, and sub-NUCLEAR particles are based on the probabilistic oscillations, ALSO assumed and NOT directly measured by actual photon-driven actual empirical OBSERVATION, of Cesium atoms's electrons.
There are also dependable calculations, over MANY years, that lightspeed itself is slowing, but when you jump back into the cesium atom-based calculations, the same problem STILL EXISTS.
Cesiums atoms properties, yes, DO "APPEAR" in a sense; ONLY a FORMULAIC one, though.
The trouble is that it is a logical loop, not a real accurate and dependable empirical "metric".
Merely calling a thought process "empirical does NOT make it so (right, CB?)
