But we are all (very likely) a part of the problem.

I owned a house which I sold 5 years later at a profit. I was in debt, so I gladly sold it for a higher price to pay off my debts and leave myself a little to spare as well. In so doing, I sowed the seeds of the current economic crisis.

I subscribe to Game Theory--the idea that we all push a little for what we want, and it adds up to critical mass, with sometimes disastrous consequences. The density of purposes leads to certain outcomes. In the end no one and everyone is to blame, and there is no head of the beast to cut off. It wasn't all a conspiracy by an elite few. It was a collective conspiracy of little bits of wants and needs and greeds.
