The "Israel" of covenant and prophesy does not necessarily equal the geopolitical state of Israel that came into existence in 1949. If you want to interpret scripture that way, fine, but "Israel" is also a tribe of people who live in every nation on the planet. There are nearly twice as many Jews living in the Diaspora as there are living in the secular nation-state called Israel.
Maybe the geopolitical state of Israel is just another kingdom of this world and the children of Israel--like Christians, who are children of Israel by adoption--have a covenant with God regarding a kingdom that will not be fully manifest until Messiah comes/returns.
That said, I don't think the secular nation-state of Israel is "falling." I do think Israeli political leaders have made some really bad decisions, and because of that their country's moral standing in world opinion has fallen to a new low. But then, I think the political leadership of every nation on the planet is in bed with the devil and morally suspect. I think the use of power and authority in God's here-and- not-yet kingdom works very differently than it does in the kingdoms of this world.
