I don't think Berg is necessarily in hell

Jesus said, "Whoso shall offend one of these little ones which believe in me, it were better for him that a millstone were hanged about his neck, and that he were drowned in the depth of the sea." (Matthew 17:6) Maybe that's what really happens: Berg is down there with the strange fish at the bottom of the sea, sort of like the demons chained in the bottom of the Euphrates River.

Maybe that's why when the unsaved spirits are raised up to face the Last Judgment, some come out of Death, some come out of Hades and some come out of the SEA. "And the sea gave up the dead which were in it; and death and hell (Hades) delivered up the dead which were in them: and they were judged every man according to their works." (Revelation 20:13)

Then THAT'S when Berg gets tossed in the Lake of Fire. Something to think about anyway.
