Your article in question hypes the issue. The law in question has several provisions or tests that have to be met before statements can legally be defined as promoting hatred against an identifiable group. A while back I studied the law in detail.
The more immediate effect is what is known as the 'chilling effect.' This is where people don't want to even go near the issue for fear of being accused of hate crimes. So debate and discussion is largely shut down.
But quoting the Bible is not going to land you in jail. Carrying a placard in public that says "Kill all fags" could, which may not be a bad thing.
