It was both. And I think they both had some good ideas. No system in this world is guaranteed to last forever. Time brings changes. Eventually with exploding population and variations in cultural beliefs in countries that used to have one predominant culture, change is guaranteed. Whether power is in the hands of a Stalin or a McCarthy, either person can cause great chaos and harm.
