I agree with you that the illegal orders to torture Iraqi prisoners probably came from higher up the command chain, but in the absence of any solid evidence, I think it's ill-advised to assert that it came from the top.
Considering the presidential election is just a few months away, I think we should exercise a healthy dose of skepticism regarding current events. The political oponents of Bush have an axe to grind, and their buddies in the mainstream news media are busy spinning everything to make Bush look bad.
