Margaret Singer had a fairly good definition in her Cult in Our Midst book. I liked it because it examined the cultic phenomenon on a continuum as it appears in society, because influence exists on a continuum. It is only once it passes a certain threshold that it becomes UNdue influence. There are legal definitions of this term as well.
I'll look it up again as it has been a few years.
