Also, if you live in a hurricane zone, expect hurricanes. It's part of the "occupational hazard" though of course no one expected a disaster of this magnitude. No wait, I take that back. Apparently many experts DID expect a disaster of exactly this magnitude.
But as someone pointed out, in this case the rain mainly fell on the poor who didn't have the means to evacuate like the rich did.
