The quotation you cite makes the case for what I call collective responsibility. I believe that people who enjoy the benefits of position, power & prestige are partially responsible for any misdeeds brought about through the power hierarchy.
Jesus did seem to have some respect for social order and governmental function. A pure anarchist probably wouldn't have said, "Render unto Caesar that which is Caesar's."
