It's possible what you say, that there is very little independent thinking out there, but as a former 2nd Gen, when I was in the group post-Charter I did many things that were completely independent of the 1st gen, often contrary to what they expected and sometimes even contradicted the latest GNs.
From my perspective I can easily see 2nd Gen members comming up with the idea of a "prophet bus" on their own as a way of trying to breathe life or revive a movement that is dying -- a way to get back some of the validation that their parents had at the beginning of the movement.
But even more than that I see this as a Family version of "coolness", a way to impress other Family young people that they are radical and on-fire and "hey guys, look at us, we're doing cool things." -- From the terminology it is pretty clear that the website was designed for other family people, not outsiders.
