See my comment below...on top of that your direct kids...flesh and blood are IMO your first obligation...taking in everybody who's in need is not really a working option IMO...but you tried and I think you would try again if she could oblige to some standard set up by you...you could ask, what she is willing to give...in good will...and not just taking...

I think she might feel it's her right, because others in TFI wronged her and now somebody should food the bill of recovery...personally I think it's against my perception of good manners...enough can be enough...really...but a notice could still go along with an outstretched hand may be a cheap cell phone with some start budget on it...to know at least a reference point...to ask welfare organisations who could take her in...fearing, it might be quite a rough world out there...I agree with your concerns...it' very troubling.

Talk first with your kids under which circumstances she could stay...and if there are breaches...too many...then she just didn't get the message...that is more than tough...I hate my own counsel...but I really think there are limits to endurance...one could say walk the additional mile...but may be not hundred additional ones...
real good Christian behaviour is in the Epistles
described...apparently she meets fewer of those points herself as desired...than what's her faith???...it's proven by works
