It seems the document you linked to first is based on the second, the longer draft resolution.

Sometimes I think they deliberately confuse matters here, in order to assume influence and power. The Parlamentary Assembly of the Counsel of Europe (PACE) is not an EU institution, as opposed to the European Parliament. But both are located in Strasbourg. A resolution by the PACE is only of advisory capacity.
The Assembly appoints members as rapporteurs with the mandate to prepare parliamentary reports on specific subjects.
The document you originally linked to apparently raised quite some opposition at the time. They still write it was adopted as their formal resolution. Essentially it was a bunch of socialists and communists (humanists) defining what is religious faith, which they in turn intend to impose on others.
