The term "email client" normally refers to a specific application on your computer dedicated to handling emails, such as Eudora and Outlook. A comprehensive list is here:

"Email client" is rarely used to refer to a "mail user agent," "relaying server," or a "human typing on a terminal." Unless you're a techie dealing with mail-handling protocols on email servers, this context would hardly ever come up. Whatever the case, all I am trying to say is, none of the above should apply when it comes to using hotmail.

When you use web-based email like hotmail, you're NOT using an email client per se. None of the ports typically reserved for email clients/agents are used. If you are able send and receive data (which is requisite for opening a web page like this one), I can't think of any reason why you wouldn't be able to open hotmail, create an email and attach a file. There shouldn't be any problems with routers, unless your router/firewall prohibits you from visiting www.hotmail.com. If that was true, it would mean you have some unusual and extremely strict configurations on your firewall or router. That would normally require a techie getting deep into your router configurations with an extra-special mission of specifically blocking your access to hotmail and preventing you from sending attachments.
