atheists would have the same diversity regarding ethics or morality as people of different religious beliefs do. We are all humans with variances regarding moral compass. I may be against the death penalty or for it, just as Christians have varying views on this. Then, there is the question of how I live compared to what I say I believe. I totally understand referrals a counselor or clergy person learns to give in cases beyond their area of expertise. Anyway, I would agree that a chaplain would be a Christian clergy person who, in the case of the army, may find they are in a situation from time to time of offering solace, comfort or bending an ear to any soldier regardless of their brand of theism or non theism and likely rarely consulted outside of that faith because of a greater diversity of counselors. I just didn't get referring an atheist to a psychologist or psychiatrist based on their non theism rather than simply the same criteria you'd refer a Christian to one. Sadly, there has been a high rate of suicide in the ranks and across all faiths as concerns army personnel in this morning course of Iraq and Afghanistan wars.
