I think you're right, the laws concerning people who want to immigrate are already in place. The problem seems to be with the illegal immigrants who are already in the US, illegals get employed by big business who want and depend on the cheap labor. That's why there are so many undocumented workers illegal immigrants in the States. Immigration reform is doing something about these millions of workers, estimated to be as many as 20 million people.
