It also depends on if the person taking care of the pool knew what he was doing. You can only keep a certain amount of chemicals in the pool or the whole chemistry of the pool can be messed up. I dealt with pools in the apartments where I managed the maintenance. If there was nay nasty stuff, sperm fecal matter etc. I would have to close the pool and shock it or super clorinate, and then wait till the clorine level was to a safe level. Probably most people in TF taking care of a pool were not too bright, and didn't know about pool chemistry. If Berg was going to save on water, he would proably save on pool chemicals too.
