The leaders are retiring due to old age and illness, the new leaders are out of Australia. The new leaders are doing some house cleaning and want all the blame placed on others as they are second gen. They want to slowly purge all the David Berg crap, so they are politely telling the their flock and all the world, the problems of the past should be blamed on a dead man AKA David Berg and not the current leaders, so the new leaders may continue on with the "Thousand Year Reich". This is like trying to lay all blame on the Hitler for the Holocaust. They are the rats trying to save the sinking ship.
