Could it be that it is like Ray explains, that there is a remnant protecting The Family as a whole from the wrath of God? We do know though, that God is not mocked: for whatsoever a man soweth, that shall he also reap.
But going back to that scripture, the context is that Angels were singing as an announcement to all but the exclusion of people without good will is clear to me. His peace goes to all but some people don't accept it by default because they don't have good will.
I guess we are talking about the same thing.
