With or without alcohol quotas the "head of the house", Berg, was an alcoholic. The best example of the havoc and long term effect an alcoholic parent causes to his family is to look at how many support groups there are for the spouses of the alcoholic, and for the children of the alcoholic parent. There's Al Anon for the spouses or partners, Al Alateen--the children, and there are even Al Anon groups for the adult children of the alcoholic (as an adult you realize how much sufffering it's still causing you because you had an alcoholic parent, so you find a support group.)

From what I've heard the alcohol charter quotas weren't kept in WS homes, it wouldn't suprise me if Peter wasn't keeping them either. At the home level I saw few people who kept those quotas, I certainly didn't.

That's quite an interesting point Freeatlast makes about tossing the FGs a bone in removing the quota rules from the Charter.
