If you look at it as 'God's blessings and God's punishments' then it's certainly a punishment to be the poor who always seem to have problems and troubles, and it must be God's blessing to be rich, so you can evacuate quickly. But then, how does that verse 'blessed are the poor..?' go? Where exactly does God stand on this issue?
That's a reason why I prefer to remove God and pumishment/blessing/... out of the picture and just say 'it happened' for whatever reasons, and while I think it was unfair that the poorer population was left behind while the richer was able to evacuate, I think it makes more sense to blame it on man's greed, the government's lack of concern...
