After reading this again, I realize I stated some things in haste and it came out sounding something different than what I intended.

1 - Moore's documentary is a matter of opinion - this is the nature of documentaries and judging by the amount of half truths and twisting things around, I don't consider it a bona fide documentary -that is my right to have that opinion. I just don't get off on the current anti-American frenzy. If you fault me for that, so be it.

2 - As far as the foster home and orphanage option. I didn't mean necessarily that welfare recipients should be automatically tested for drugs, that came out wrong. However, I was thinking how so many welfare recipients end up having their children put into foster homes because of neglect and largely due to their drug habits, that once that came to pass and the children had little hope of returning to a very bad situation, then an orphanage would be a better option for their sakes. After seeing the foster care system here in the U.S., it is a mess - it's a monster that the government cannot control. There are not enough aid workers to effectively check up on the treatment of these children and consequently, there are many deaths and abuses at the hands of the foster care parents. I think I'm qualified enough to understand and speak on this subject, having worked on these cases for many years and my boss' expertise being in the field of government run foster homes. The inadequacies are glaring and it's obvious, something has to be done to the foster care system for the sake of these children. This is all I was trying to say. I have no idea what is so shocking about that.
