That she tells the parents if any of the kids don't want to be in the F., then they are responsible to help them leave. In fact, the faster the parents can get them out, the better, cause they don't want any half-hearts, you know the song. Now just how are they supposed to do that? Most parents already have a heap of kids, what can they do to help the one or two kids that want to leave? It's so unrealistic and impratical, as always.
