Any publication that comes down from the hierarchy to any member is de facto considered official. If I were a disciple, a friend of the Family or a friend of a family member, and I get that letter through the official channels, I would think it is official, even if it is signed in such a generic way.

Even as an exmember, if you were a family member I would also think it is official but I would be skeptical because we, exmembers, know that there is a policy (or at least there used to be one) that allows members a lot of flexibility in either representing the family or in denying their existnaetnce so the letter could easily be a just an individual's effort and not an official communication.

Imagine how skeptical an exmember would be at receiving a letter signed with a generic name as John Smith or such-and-such department pretending to be an official letter from the family. Such a letter would not hold much water with many of us. What they need to do, if they want to be taken seriously, is to show some sincerity and respect towards the many injured while under their responsibility and care. Words are not enough.
