Ask him to turn himself / herself in to the authorities. If the person refused and I knew for a fact or had strong reason to believe they had participated in criminal sexual abuse of children I would report it to the appropriate authorities. In Canada and many other juristictions it is a criminal offence not to do so.
This may seem harsh but the physical and sexual child abuse that happened in the family is very serious buisness and is going to get even more serious as it becomes obvious as to the extent and scope of what happened. Some of us had children in the family who were horrifically abused.
