If it could be done I think it would be a great idea. However, college is a hugely expensive proposition and setting up a scholarship fund/trust would be an even bigger undertaking. I think you would have to have some very business savvy folks working on it full time along with some helpful attorneys. I don't want to be pessimistic, but I just don't think it's going to happen.
I think it would be more practical to organize a network of homes to accept Family escapees and maybe some kind of funding to help along those lines.
