Yes, the burglar that took your stuff will always be the perpetrator in that sense. The only difference I see, which might not be a difference, is that there are burglars who steal because of poverty and those that don't need to but get a rush off of it. And those that got a rush off of it, were later able to change their way of life and thinking and face their crime, and if unable to directly, made restitution by helping those that were hurt in similar fashion.(This would go for all categories).
Also, in the "f", in a sense, we were taught to be thieves, whores, pimps, and perpetrators, all in the name of God and as doctrine. Burglars know they do wrong. Some for survival, some for the thrill. A person who did not have a perpetrator personality would feel weak and wrong for not submitting to the teachings. A true perpetrator would feel thrilled about the teachings. I think these are the ones that get moved up and stay there. I do believe in mind control and that people can do things under that set of conditioning that they never would consider before. But afterwards they are still accountable to their victims. And so are the ones that remain in. My hope is that those who want healing will heal. I guess to me it is like Nazi Germany. The political party made ethnic cleansing and killing of those who were ill, disabled a proper and god-given act. There were many who resisted that were German, but the majority were supportive. After the war, the ones who were brought to trial were the leadership who initiated or who relished their positions as executioners and torturers. Not every German soldier was guilty of these crimes. But the movement they served under was in error and guilty of multiple atrocities.
