I don't know if Pat's saying that that's what he believes. He may be simply saying that if that was the Family's scenario that it still wouldn't work to get the worldwide credit system/mark of the beast in place within 10 years.
The Family probably thinks it would work because they claim they're already practicing on animals waving wands over their ears to read their numbers, so the system is fully in place to do it to people. The AC is just waiting for the right moment and world climate to step onto the world stage as its hero and blah blah blah.
