I didn't read anywhere that the USA gave Iraq chemical weapons.
I saw quotes from officials, and they gave explanations as to why we put up with Iraqi agression when they were at war with Iran.
It appears that the author of the article is complaining because we have relations with Iraq in the 80s and 90s. US officials gave clear reasons why we did this.
This does not make the US responsible for the Chemical weapons. The Iraqis are responsible for the chemical weapons.
