Brazil IS a rich country in comparison to others in the region but if the homes don't have money is because they are not too active in "reaping", as they are commanded to do. Each one of a home's contact, even SGs who work full time. That doesn't mean they are poor. The Family fosters the culture of begging, as evidenced by this latest move.
As a result, Maria and Peter, along with the leaders of the area (who did not get punished) are of the idea that this is a legitimate and feasible order. They cannot do that to the family in other countries because those are trully poor (Bolivia, for example) so they start with a reasonable calculating move.
