Good point. But it is in the revised Charter (1998) that 14 year old can have free sex.
I posted that section once in one of the websites.
In 1991 they stopped sex of all those 21 or 18 and under. (I don't remember which).
In 1995 they lowered it to 16.
In 1998 they lowered it to 14.
I also read in I think one of their charters that there is some kind of sexual affection allowed for those under 14, like kissing and making out. But don't quote me on this one.
