The problem with such anecdotal evidence as Carter, is that there is no way to show emperical evidence that shows a person has been born without a conscience. The psycologist you refer to has simply interpreted the subject's behavior as evidence that they do not posess a conscience.

One could argue that the subject has a conscience, but either chooses to ignore it, or has some kind of mental illness that makes him act contrary to whhat his conscience and intellect. Science currently has no means of detecting a "conscience" or the lack thereof. The best it can do is document the behavior, and make an hypothesis about the underlying cause.

I will agree with you that in some cases, individuals are born with no free will, but to assert that they were "born with no conscience" is an unproven hypothesis.
