I'm skeptical Skeptical about the idea that this is an idea coming down from the top so that the Fam can use it in their PR campaigns. Of course if it does go through they'll definitely do all they can to capitalize on it.
My take on it is this: Zerby & Co. pursue all kinds of control tactics and one of them definitely is to give Fam members the illusion that "you are so free now to operate according to your own faith in your personal life and individual situation". A couple deciding to try to adopt a child can very well merit getting their efforts put in the Fam publication called the "Prayer List". Fam members live with the illusion that they're freer now than they've ever been.
