First of all, stalkers are not in their right minds to varying degrees. What might be a good first step is to contact a women's center in your area. There you should find someone who can give you info on how to deal with the stalker. Oftentimes they also have contacts in the police department who are familiar with working with people who are being stalked.
In the resources section there is a listing for RAINN who could connect you to your nearest women's center via their 1-800 number.
