National Runaway Switchboard 1-800-621-4000 has referrals for shelters, assistance for youth from ELEVEN yrs of age! Any minor in the country can call and get all kinds of assistance. Biggest database from what we have heard.
Children of the Night- Los Angeles based, has a data base with referrals for shelter for youth (not their shelter) in the Los Angeles area.
For those overseas citizens that are under age, there is a Legal Aid Foundation 213-6403828
