This one was scanned and rushed to us because someone needed it urgently. Unfortunately it was stored in graphic format.
Yes we're planning to scan using OCR. We aim to put text/html versions out there so they can be copied and pasted as text and be quoted in other places (and read by your screen reading software).
This document however, was scanned for us, and now that it's scanned and stored in a low quality low resolution graphic PDF, we can't print and re-scan with OCR software.
