Because if he makes it his own cause only who would follow? He has to make it look legitimate, by bringing down as many as he can, to fulfill Ricky's desire. That is how he befriended the young people, by taking up the crusdade of Ricky's suicide. This way he gets support for alot of people who can think back and say, "now come to think of it, maybe I was abused to" so you got this list of people who say they are abused that maybe were not really abused. This is why the FBI wants legitimate proof and will judge each case on it;s own merits. They are no dummies. It's all a slick, cunning tactic called reverse psycology. He must've learned it from Black Lightning
