It is a 379k Adobe Acrobat PDF file. It might help to download the entire file (depending on your browser, this might be right click menu, save as...) and then open it with your PDF reader (probaby Adobe Acrobat Reader but there are other ones too).
The zip file mentioned above is 1.9MB but it has all the files in that folder

This is just a temporary archive so anyone who wants it get it while you can as it won't be there forever.
Sometimes the 206 partial content method doesn't always work well in some cases. It may that the PDF file needs to be optimized using pdfopt.
