The military trains these young people to do a lot worse than what was shown in those photos. They also train them not to question authority. Then, in that context, they are supposed to have some kind of moral compass that tells them that killing is okay, but what went on in that prison is wrong.
I'm not trying to say that what she did was right. I think it was shameful. But, it does open up a broader question about the responsibility of top leadership and the military itself in a situation like this.
The Judge wonders if she even knew it was wrong. Again, you have to look at the context in which she was operating at the time.
