Talk about closing the stable door after the horse has bolted. The reason that New Orleans suffered so much has everyhting to do with politics. It was the Bush administration who took the political decison to cut spending on flood defences. That same administration has refused to ratify the Kyoto agreement and does its best to downplay the threat of global warming. To try and take politics out of what has happened would be like trying to make pancakes without using eggs.
