Funny--I heard that even the area's Native Americans told the French not to build there because of without-number seasons of rain regularly observed by their people.

Also, I just watched a History Channel account of the building of thr Lake Ponchartrain causeway. Deep knowledge of the geographics and meteorology of the area were shown by that video (which can be purchased for about $20) to have been thoroughly known since the 30's and 40's, even before the big 50's Eisenhour-led push for the US's "Autobahn-like" system of highways--a secure system of levees for NO could have been established at that time (and was not), with totally sufficient public opinion and funding behind it, at the time.

I believe that local politics took precedence then, as well. That's a shame. Tamany Halll lives on.
