This came before the legislature in my state several weeks ago, and a local Bishop testified against removing the statute of limitations. It did little good--the statute was temporarily removed for one year while the legilators study the issue further to figure out if they want to make it permanent. The Bishop's testimony made him look really bad, as he obviously wanted to put a lid on liability from any further allegations and has little interest in helping the victims of clergy abuse.
