Most NGOs are not-for-profits but not all not-for-profits are NGOs. NGOs are normally considered para-governmental because of the type of semi-official work they do.
In any case, labeling a group as an NGO gives them a certain recognition and sort of legitimizes their actions. I would like to suggest that not-for-profit be used instead of NGO. It would even be more accurate to say something like pseudo-service organizations.
