People like Tim Peter's and Hack were always involved in confiscating every last penny of their particular home members or area members "flee funds" or "survival funds."
These moneys were usually confiscated under the duress and coercion of "red alert -- persecution"; the leaders would say, "the brethern in Argentina, Australia, etc. need our help. Give us all your 'flee funds' for the effort.
