She was the person who between her, her second husband Ricky (Jaziz), Singing Sam and others, ran most of the victor programs in Japan.

Ricky and Elaine were credited with developing much of the program for punishment and indoctrination of children raised in the Family.

Their work was featured in the DTR publications, which closely followed the Techi Series. She and Ricky worked in tandem with Zerby to develop the victor program model in the early 90's, which during the DTR was instituted as a "victor program in every home" and led to the breaking point and subsequent rebellion for the youth in Europe.

Victor programs were a more refined version of the teen training progams of the mid 1980s. While the teen training programs targeted children from 11 through to 17, the victor programs typically specifically focused on those 11 - 15 and sometimes younger, 9 or 10.

In 1993 she was sent to the UK with her husband Ricky to help address the "misguided revolution" of the young people in Europe. She ended up as a key witness in the Justice Ward case, and didn't impress him much.
