It all depends on the country and how they regulate the teaching industry. In some countries desparate for English teachers you can find work without a degree or certificate, if English is your mother tongue. But if you need the job to qualify for residency you might need to have the degree/certification. There is a lot more competition for jobs today then when I was teaching, so the more certification you have the better.

It also depends on the type of job. If you are seeking work within a country's educational system you most likely will need a degree and a TESL (teaching english as a second language) certificate (or equivalent, but there are exceptions as you point out.) But there are other kinds of teaching opportunities where you wouldn't need certification. For example, private tutoring can be quite lucrative and with enough clients you could easily be self-employed and be your own boss.

So much depends on the country and city where you wish to work, though, so its hard to give specific advice. The college that you refer to in your post might even offer the TESL course or something similar. Not sure how long it takes as I never did get certified, but my guess is that it is probably a year or less.
