Mexico seems to be a favorite hideout for cult members. It must be the escape route for all those Family members in California, and other southern states, just as it was for polygamists who fled the authorities and violent infighting between clans. It wouldn't surprise me if Zerby is in the area, either California or Mexico. Lots of places to hide.
Also, although this report makes the connection between TF and FCC and AM, saying they have ties, media and authorities still don't seem to get that they are exactly the same organization.
