Yes, it is the purpose. Mitigates kidnapping allegations pretty solidly and a defense against future civil suits claiming damages, should a member exit. Brings everything into question.

They need defense and a rationale for actions. If there's a need to make someone else look bad, it's with specific respect to investigations, criminal charges, and monitoring by child protective services agencies.
